I'd like to know a bit more too (but I'm more of an animated artist, if you know what I mean ) However, if you've been a Photoshop user for some time (unlike me) I tend to find your skill will increase with experience. I noticed things started to get better when I found out how to use the cutting and lasso tools with blur (lots of feather) then merging it all together.
All you need to get started is an idea, get hold of some good source picture files for background and stuff, and the rest is how you place it in the sig. Then play around!

First I found a nice free font that looks cool. Everybody expects Arial, or Times New Roman nowadays so that would be a good start. Large Uppercase letters with smaller uppercase letters looks good. Then add some colour gradient, outline, shadow, engrave or extrude. Add effects with timeline, and then zoom in.
Deviantart for brushes, good-tutorials.com for good tuts, dafont.net for good fonts....uhh and check out some sig forums, some have like 1k font packs on there. Check out www.sigzand****.co.uk great site.
Yeah, there are some good tuts and it does take some time to master it. If you want i could give you some tuts, my tutorials like, how to make a sig like mine using brushes, patterns, and such.
