But this has made me feel sluggish. Cant jump from prone. It feels odd

(never been a DD or a bunny)

I'm actually really happy with the way they killed the DD spamming. Running and diving over a bunch of sandbags to land on your belly isn't Dolphin Diving. It's diving for cover and it's a fun element. This, you can still do and I'm quite pleased about it.
Ya I don't think people understand what is really considered DD'ng is when someone does it repeatedly over and over, looks like some guy hopping from his belly over and over. This has been stopped.

Diving into a prone condition was never considered cheap but a feature. I too am happy that I can run and "hit the dirt".

I'm glad you can still do a dive midair. Was afraid they'd remove it altogether due to all these complaints. This **** about dolphin diving made people forget what a handy maneuver it is generally.

I was playing Ghost Town today, and yes, the dolphin diving seemed to have gone away. But what bugs me is after going prone for a second, the game stands me up gain. This happened to me like 5 times in a row! And the sniper zoom in and zoom out thing is stil there, but now it is incorporated with the prone-stand-prone-stand thing and it's literally killing me. The other snipers must be saying what is that idiot doing jumping jacks on top of a building?

So, technically, it doesn't really help much.

You have to press the dive button while you are on your way down from the jump.
Yes it does, some noob did that a few times and did one shot kill with the vanilla medic unlock

This is definatly an issue with the communications between you and the server.

People tend to forget that Ping isn't the only thing involved in data flow. High packetloss will do very much the same thing as high ping, but unfortunatly BF2 does not display packetloss information.

It's quite possible to have a great ping, but poor PL rates.
This is no doubt what you encountered.
