rank reqs lowered?

I thought that with the new patch the rank requerements will be lowered. What's going on?

only if you got over 30k, you should get promoted

Oh i though someone said they became at Seargent major 30k

Wheres Seargent Major then? if Seargent Major of the corps is at 45k and 1st Seargent is at 20k wheres it at?
