You don't go up to First Sgt. from Mst Sgt. You only get one or the other and you're stuck with it.

*sigh* Such an old issue...

You can only become master sgt. OR first sgt.. The check for medals is made upon promotion, and never again afterward. This means that once you're past 20K points, if you don't have the medals you don't become first sgt.. Getting the medals later does NOT promote you to first sgt.
