Do 16 person maps complete faster than 32 and 64 person maps, if they have the same population percentage (ergo 90% full)?

Its all relative.
Yes i have found that the smaller maps are a lot quicker than the larger ones. The small maps tend to last 15 min (give or take a couple minutes). However, the scares are usually a lot lower. So a larger map will yield more time and higher scores. So i would say the time to point ratio would be the same.
