yeah grab one, cause I've never seen a situation like the one you're describing, I've come into 1st place with the same score as one guy on the opposite team once and he had more deaths and less kills than I did, but he had a higher TS, he got the gold
Weird ive had the exact opposite we both had the same score but i had the higher team score he had the higher kills and less deaths but he got the gold.
I wouldn't blame the recipent of the gold medal for hacking or whatever, because this exact situation has happened to me before on unranked servers where stealing a gold medal would be pointless. I'd say it's either a bug, or some kind of subtle requirement you need for the gold medal. (perhaps you need to have no TKs or something like that)

The requirement for the gold medal has been the same since day one. The player with the higest score gets the gold, period. The only time any other factors come into play is when you have a tie for the higest score, then kills and teamwork points determine who gets it. Being the commander does not guarantee it either even if you are on the winning team. Plus this was on a ranked server running PB and PURE. I am willing to accept it as a fluke, unless I see the same person do it again.
Most likely he was the commander at the end of the round. If there is no commander, and you are on the winning team and you rack up a high score, you can apply to be commander just before the round is over and get some extra points out of the deal.
It doesn't work this way. You only get double points for the command points you made during commander.
I once played Kubra dam. I had 150 points up, went commander for the last 5 minutes, we won, and I ended the round with 185 or so.
