I noticed that a refresh rate of 60hz is the max at 1280 x 1024 in the bf2 video settings. Is it possible to set it higher?

it depends on your monitor actually.
Like me still using a good CRT monitor can play at 1600x1200 with 85hz.
If you have a TFT 60 will be the maximum but you won't notice the same way anyway. -

Have you tried installing the drivers for your monitor?
