I noticed that a refresh rate of 60hz is the max at 1280 x 1024 in the bf2 video settings. Is it possible to set it higher?

it depends on your monitor actually.
Like me still using a good CRT monitor can play at 1600x1200 with 85hz.

If you have a TFT 60 will be the maximum but you won't notice the same way anyway.

Yes, tell us about your monitor.

Have you tried installing the drivers for your monitor?

Have you tried manually editing the video.con files?
