I am about 450 or so points from my next rank. Should I try to get those points before the new patch comes out, or after. Or does it really matter?

It's up to you. 450 points in a couple of weeks is a breeze anyway. You might as well - you're not gonna lose out by doing so, are you? You'll have to earn the points sometime.

LOL for me it's not such a breeze! Anyway, will I still get my patch unlocks as well as my rank unlocks if I dont rank up till after the patch comes out? It DOES take awhile if you have a lot of papers to grade.....just so you know.

when you rank up you will get the option of either taking your unlocks right then and there or you can choose to select them at a later time

Doesnt matter... you just choose "Choose later" in the unlock menu
