The one in my signature (second one) is usually full. But it depends on when you want to play in the server. It is full at the weekends and after 8-9 pm in the weekdays. It is playing map pack 3. One of the admins might have added a few maps from map pack 2 for fun. Not me, but its recommended to mix the mappacks to get more variation. Its a success on the UK server where I have been doing the map rotation selection. Its by far the most popular custom server. 50-60 players at european evenings.
Europeans seem much more willing to play on the custom servers.
