You can try that but honestly, think twice about doing 13. and 14 !!!!
These days it is SSOOOOO EASY to pick up something nasty even if you are using a dialup, let alone broadband.

13 & 14 are optional. You are unlikey to get any crackers trying to access your PC unless your in a large city where there are quite a few or if its an admin of a server.

If you keep your firewall on make sure the correct ports are open, as for the antivirus it depends on which one you have running some of them are rsource hogs and are better just swithed off.

when i install the latest drivers for my Radeon X700 (the latest driver came out yesterday) it says "zero display service error" and "no display service error", but it says its installed

ouch.
Now you may be getting into "tweak with your mobo settings" world.
Basically most graphics cards these days just install as a "Standard Display Adapter" with the manufacturers en-suite program doing most of the behind the scenes work.
At least windows is starting!!
Right click on "My Computer" then left click "Properties".
Select "Hardware" and then "Device Manager"
This is a list of everything on your PC.
Click Action then Scan for hardware changes and see what happens.
After you've done that expand Display adapters and see what it says.
