Makeing Kits Into Mixed Kits (Help Please)

I was messing around 1 Vs. 1 with my brother, and we were just screwing around and had an ok idea that we got. I just want to make every kit have a U.S. Anti-Tank Rocket Launcher, and a U.S. Shotgun no matter what country. I was just wondering how would I do that in the editor. This mod isn't going anywehre, but it's all in fun. Also if I can do that I am sure that to speed up the rockets would be in the same section, but if they are not can you please tell me how to speed up and slow down rockets projectiles. So when you fire it, it's going to be harder to dodge. Thank you in advance.

Changing the speed of the projectiles is in the launcher .tweak files (e.g. objects_server.zip\weapons\handheld\chat_eryx\chat _eryx.tweak and objects_server.zip\weapons\handheld\usatp_predator \usatp_predator.tweak).
