when you are a medic, do you only get heal points by going up to somebody with the medi pack, or do you also get the points if you drop them and somebody picks it up?

Both actions give you heal points.
Always drop medic bags, near flags and highly populated areas, more chance of points, and the replenish anyway so you can still heal as you go round -

It works on a 100% turn around so if you give 2 guys 50% health each, you get a point.:)Comment

It would be nice if the medic would get -1 if his medipack is picked up by an enemy...
So many times was I killed by some dude that I almost had because he picked up a medipack that one of my teammates spammed around the flag we just took...
Spamming medpacks when there are loads of injured teammates around is fine, but throwing them around a flag that we just capped is more than dumb. The incoming enemy grunts will really appreciate it though... I call it "padding" if a medic/support spam bags just in "case" someone runs by. And it makes flag defending a pain in the ass because as soon as they reach flag radius they have all the health/ammo they need to cap it. Makes it loads of fun to defend from a distance...
If you want to spam bags join a squad, move with them, and give them as much support as they need. One will be able to make plenty of points that way.Comment

both i used to get confused because they dont always give it you a heal point is one full heal so if you heal half of someones life you wont get the pointComment

yeah, I always drop medipacks everywhere for team-mates.
Tho some lame statpadders just hit you once then keep throwing you medipacks, constantly. This guy kept doing it ALL the time the other day, I got tired of it so I thought he may like to eat some of my C4, ending with me getting kicked from the server of course, as I expected.
