What admin window? Unless you speak of a ranked server using third party add-ons, there is no magical window you speak of. Its all command-line stuff. Use the ` key to bring down the console and rcon away, or if you actually set up the server, erm it all depends on how you started it.

If you have a ranked server by a third party, check with them for any sort of remote or web-based admin tools since there are none built into the game.

Ask them to install BFCC for you, then use that, it has a windows type environment and is easy to navigate.
