I got this problem a while ago. updating punkbuster did not help.
I solved it by uninstalling the game and deleting any remaining files in the game's folder. Then I installed the game and updated punkbuster manually: not using pbweb or pbsetup! I just downloaded punkbuster files and copied them manually to the game's folder.
Not the best way to solve the problem, but that is the only thing that worked for me after trying for several hours to solve it.
