128 players server

Hi everyone,
I have seen a few months ago a post talking about a server of 128 running not bad with 80 players
Lets say i want to run a server like that ,and fill it up with 80 players from different clans

How can i raise the amount of slots on the server ?

And for those who tried it how was it running ?

And who made that possible ? (a company or a private)

If a Company witch one is it ?
