That pic comes up when you switch to your BFHQ and the image of the last earned award has not loaded yet.

You can usually only see that pic half a second or so.

I can tell you all how to see it as much as you want.

The picture shows up when an award that is being displayed is not actually been awarded to you. Try this. Click the compare button, and enter some name. Heck, you can use me if you want, raceacontari. Get the stats loaded up and go over to the awards screen. Check out the awards, and then click on one that you do not have. Then press the little arrow button to go back to your name, and wow! look there is that same exact picture! It's a picture that is used for this purpose, I discovered this myself a while back when comparing my stats to a friend.
