If you are in a vehicle and get the required kills while a certain class to get the next badge for that class. Will you get that badge or do you have get the kills on foot?

nope kills in a vehicle count as well as commander kills

Weapon badges are not the same as kit badges. For weapon badges you actually have to use that weapon to get the kills.
