I was trying it the other day on a few tanks and APCs and it doesn't appear to be effective. You have to aim your crosshair below your target so the missiles hit. Unfortunately it seems that the missiles don't appear to do any damage although you do get a visible confirmation that your missiles connected. I have blown up empty vehicles before like this though and it really does work, just not occupied ones. Perhaps it takes alot of missiles to down an occupied vehicle?

I tried this again recently and it worked! I was pounding the ground in an F35 when I came across an APC. I swooped down on him and shot 3 missiles at him and the last one killed him! Now some people may say "why not just use your bombs"?. It is actually a logically better choice to use up all your bombs and missiles before you go all the way back to the airstrip to reload. This will maximize your effectiveness per reload. This was one of the main reasons I tried to perfect this technique because I hate going back to the airstrip with a full clip and 0 bombs. As for the missiles themselves: I think they are a bit more powerful than the attack chopper missiles but even one direct hit from a jet missile will hurt and scare a tank.
