pff, just help the poor little fella!
Your best (and free) bet would be using windows movie maker.
Just drag your movie into the timeline, go to File -> Save Movie File -> Next -> Next -> Then click on "show more choices" and select the filesize u want it to be -> Just hit next untill your doneComment

In regards to your question, if you use Windows Movie Maker like too many people out there do, don't forget to select an appropiate codec when finalizing the movie.
If you're editing raw AVI's, I personally prefer to use VirtualDub, features some advanced details if you'd like to fiddle around with that too.
And in few cases, zipping or RAR'ing the movie afterwards helps slightly.Comment
