not really... mainly that fact is shown because arent any planes in SF to grapple onto, and from other rumors say that grappling hooks cant grapple to vehicles.

Sadly, you can't

They only really work well with static objects, i.e. buildings. Try it. Throw a grappling hook on a chopper and see how well it stays on when the chopper is moving.
