Grappling for sure is 3,000 but the tactical is just skrewed up, I doubt it's 3500.

Why 3000? Did you get 3000 deploys for grappling hook and get the award?

No but I'm pretty sure I saw some people taht have gotten vet grappling hook at 3,000

I honestly don't understand why people care about badges/ribbons like this. It's not like it takes a tremendous amount of skill to throw a certain number of flashbangs.

I know I have rounds that I have done well over 200....and this was before and after I had over 1000 total.

Perhaps they have an anti-statpadding functionality that blocks people with abnormal usage from ever getting the awards? :)
