For people with the stuck fps 15.0/66.7 prob

I had this problem for awhile to the point the game was unplayable. After taking the time to look up the problem ..It turns out people with the prob are getting it at anytime for no reason. Trying to figure out why this could just creep up with all kinds of setups. After more reading turns out my Heat sinks on my cpu where filled with dust to the point that no air from the fan was getting to it.. So I pulled the fan and the heat sinks cleaned them out and bam back up to 60 fps on high again. So you may want to take a look to see if your getting enough air on the cpu. Looks like it was just over heating and clocking back.
May not fix all the probs but never hurts.

Don't take the heatsink off of the CPU unless you have thermal paste to use. Do NOT reuse the thermal paste.

HALLE-F***ING-LUJAH! YOUR ADVICE WORKED! I CLEANED MY COMPUTER AND IT HAD LOADS OF DUST. I CLEAN IT WITH AN AIR COMPRESSOR. Its running normal again, thank you!

I am still seeing alot of fps problem post mabe this should be put in as a sticky.
