Can't kill people on grappling hooks

When I see someone climbing up a hook wire I open fire but the bullets NEVER hit. I've tried a sniper with 5 headshots and they all missed. I've tried Spec-Ops and all the bullets missed, I was at a range where about 90% of the bullets hit. It's happened to me on about 5 occasions now.

Is it some kind of bug?

no ... i have killed plenty ppl who are climbing the rope ..... very easy kills !!

Nope. Bullets always hit, no reason they shouldnt.

I've been killed on a grapling hook, maybe you can't shoot straight?

Grappling hook is a vehicle, no hit marks, but you still kill them.

lol i got a portable vehicle in my pocket, cool and yeh, i always kill ppl on grappel hooks, maybe u need to brush up on aiming skills :)

I use the grappling hook all the time, and I can safely confirm that it's very possible to get killed when climbing the rope. I've been killed by shotguns, rifles, rockets and also headshotted from snipers while on a rope.
