Auto balance: imbalanced

I have been in the situation playing this game too many times.

Everyone switchs to USMC/SAS say 40vs13 and auto balance allows more players to switch than the 50% mark for capacity on a server. Useally the players do get put back onto the other team but not before the match is all but lost to that team.

I would like EA/DICE to make auto balance not allow more than 50% server capacity onto one team at any givin time.

the admin should have powers to move the players otherwise the player cant pick, it should be a randome team pick, this keeps all thoes who switch whenver from doing so.
