I would guess that's cost per hour or cents per hour or something of the like, and assumes the game cost $50. Probably someone just trying to justify the bugs because they get cheap entertainment per unit of time is my guess because that's been a common arguement in those sorta threads.

Total cost divided by hours played, to come up with cost per hour.

The lower the cents per hour (cph) the more value for money you have got out of the game. Mine was at about 15 cph the last time I looked; not bad really, considering :)
