Hmmmm maybe i'm not explaining this annoying behavior well as you seem to think this is ok and normal. If I spot a guy without scanning first the red dot with the balck outline appears. I now know i have successfully spotted him. mission accomplished. If I do this immediatly after a scan while the fuzzy red commander only dots are visible to me the dot with the black outline does not appear. Making me wonder if i have successfully spotted him and my teammates can see him.

Why is it that when playing commander, I "spot" an enemy and a WHITE dot appears on my map??

The CO can spot enemy on the Command map in one of three ways. 1) Satellite scan - where the temporary red dots show up, which are visible only to the CO. When the CO right clicks on a temporary red dot and selects "Spotted" the enemy then shows up on his team mates mini-map but the red dot still disappears from the CO's screen; 2A) 3X zoom - The CO uses the Zoom function to zoom to the max where he can see individual team mates and enemy, vehicles, etc. When right clicking on enemy and selecting "Spotted" the enemy shows up as a moving red dot/vehicle on the CO's screen and as a red dot on his team's mini-maps; 2B) Blind Zoomed spot - The CO can blindly right click on the CO's zoomed map and select "Spotted". If there is an enemy nearby, it will show up as a red dot. This is useful if you can't actually see the target (he's hiding in a building/hut) but your SL is telling you over VOIP that he's taking fire somewhere south of his position. Once you locate him the SL/squad can take him out. I hope this clarifies things. :)

Edit: The way to know if your spot was successful is to listen to the audio that goes along with your spot. If successful, the audio call will be "Enemy infantry spotted", "Enemy armor spotted", "Enemy boat spotted", etc. If the audio call is not a specific enemy type, like "Enemy spotted", it was not successful and if anything, a red question mark will show up on your team's mini-map.

I see this too on the 3X zoom view...I believe it happens when an enemy is spotted by me and a team mate on the ground. I also see a red dot surrounded by a bigger red circle sometimes. I think that happens when a UAV scan identifies a target that also has been spotted by someone locally on the ground. I'll have to pay more attention to what CO screens I see the white dot on and which I see the big red dots on.

Not sure on the white dots, have seen them myself though.

Spotting from the zoom is a great way for a passive commander to pass the time while assets recharge.

I try to play on VoIP only servers - at least for commanding. Its something of a help when you can spot that squad heading to the TV station and then follow it up by letting your team know. I'll sometimes order a squad to defend it while spotting, hoping that they get the freaking message :) Just comes down to how interested your team is in winning, and what their collective IQ is.

Also, the zoom-spot is a great way to find that pesky sniper or someone who's near a flag -- even if you're zoomed in and don't see anything you can spot. It'll either give you the red question mark (nothing there), or you'll find that person's position (good for guys hiding in buildings too) :)

              Crystal clear thanks.

Personally I would classify this as a bug. ALL Spotted units should apear on the commanders screen too. It's quite annoying spotting guys just after a scan. If there are several moving guys in the area near your cursor you can't even tell who you've spotted. You will also not be able to see where the spotted guy goes in the next 6 seconds (unless u actually follow him at 3x zoom) and you cannot tell when the spotting ends thus perhaps needing you to spot him again.

I suspect this bug may have a lot to do with all the commander spam. ie do a scan, spot a guy, whoops he did not show as being spotted, spot him again.
