At what rank are you allowed to get the second upgrades(SCAR-L, F2000, etc.)?

Sergeant and higher.
You have to own SF, of cource.
You get 2 unlocks per rank increase after Sergeant as long as you have SF installed.
BTW, those bonus unlocks can be used for standard BF2 unlocks as well.
