Weapon unlocks

I searched and didn't see it and it's probably a dumb question so excuse my ignorance but I just installed the game and such and was wondering if I have to rank up before I get to choose my SF unlocks or if I'll get them after I play a bit?

Err I've been playing and I can use some of the unlocks but it never had me choose... It's just letting me use some of them, but not the one I really wanted Even though I have the tier1 unlock for it.
