Other than provide power, does a power supply do anything else? I know it sounds dumb, but can it increase performance of speed of the computer?

It can increase stability. It can also increase your overclocking ability. As for other performance gains, not really.

Yes, be careful when looking for PSU, a cheap one is crap and could damage your whole system, for a good system using a good graphics card you would need one higher than 350, I got a 540 OCZ modstream for 100 bucks and it powers my AMD athalon 64 3500+ and 7800GT no problem bot OC'd highly recomend it

Modstream is 520w not 540w, wattage is really irrevelant, it's the amperage on the +12v rail that really matters.
Also it's spelled Athlon not Athalon.
