when you go into video options and are about to choose your resolution, what do the hertz do/mean? e.x. 1280 x 960 (72 Hertz)

72 Hz means your screen is redrawn/refreshed 72 times each second.
If something vibrates at 50 Hz for example than it goes through the same motion 50 times a second. For a monitor, the higher the number the better, just make sure that your monitor supports the refresh rate chosen.

The higher the better. Lower refresh rates tend to hurt my eyes.

Hertz is a unit of frequency measurement.
1 hertz unit of frequency equal to one cycle per second, there for 1 megahertz = One million cycles per second
and a Gigahertz = a unit of frequency equal to one billion (10/9) hertz
