i've been using http://www.250free.com for like 4 years. the good thing about it is they allow hotlink although it's still against their TOS to host images or other files only w/o a webpage. they dont really care as long as you a a few html pages with no actual content on them. but i think they have file size limit. i havent hosted any big video files yet.
