Matches - squad hopping/suicides

Has anyone discovered how to stop squad hopping i.e. peeps commiting suicide and joining other squads to reinforce a flag.

This imho is not the way transport players round a map this is more like teleporting..

Is there a way to switch off suicides or to disable this "loop hole".

The only thing I can think of is play with a locked sqad or make a locked one yourself.
