Alright, I have a graphics card that needs 300W power supply, i have 200W. Could this in anyway be bad for the PC and Graphics? Could the performance do better if i got maybe a 400W?

What are you running in the PC?
Depending on what you're running depends on how much Wattage you're using, which would in return, explain if you need a better PSU.

To run an upto date gfx card eg a 6600gt u need at least 20amps on the 12 volt rail. If u dont meet the gfx card requirments the cards performance will go down the toilet......

*What Duffman said*, plus, if you try and run the card with a subpar power supply, you may just kill the PSU.. It happened to me when I first bought a 6600GT...
My unbranded-came-with-the-case 350W PSU died, and the replacement died, so I forked out £50 quid on a Tagan.
Buy a branded PSU, preferably 400w+. Tagan, Enermax, Antec and Cooler Master are excellent brands.

I forked out for an OCZ Modstream to power my 7800GT, didnt want to even risk using the generic PSU that came with my case
