Lag Spikes

Does anyone know why i get lag spikes or a way to get rid of them? I have been getting them alot ever since i've been playing. And no programs are running while i'm playing. I don't know much about computers but here are like the basic specs.

3.4 ghz dual core processor
1gb of ram
6600 nvidea graphics card

Please help me get rid of them if you can, they get really annoying.

I used to get these really bad turned out my graphics driver was causing them of all things. The second I rolled back I didn't get them anymore. But I'm running ATI so I can't say for sure that is your problem.
