In a map I made once I could drive around in the white pick up civilian car.
Now I put it on the map, it vanishes in game :S
I can put the blue one on, but you can't get in that one.
You can bring it up by making a objectspawner with a regular car, then change it for the civilian car or the much larger civilian truck in the TWEAKER BAR. The truck is kinda cool, but misses the driverseat character and it dont blow up in water.
You must be doing something wrong, I can use the white pickup and the dumptruck without any difficulty on my maps.
I made a mini-mod that made the sedan drivable and gave the pickup an M2 on the back and some extra seats. Where do I turn in my job application to DICE?

I tried that, and changed it in the drop down bar to civilian_2, I don't think I changed both drop down buttons, maybe I need to do that :P
