This stat determines how much you got your money's worth out of this game. Basically it measures the value of the game based on $50. The lower it is, the more value this game has. The higher it is, you either need to start playing more to justify the cost or you got robbed :p

That too low of a number means you play too much and need to pay more attention to your spouse/significant other, homework, job, health, etc....

The number divides $50 (assumed price paid) by the number of hours played to determine your "Cost Per Hour".

That isn't true. I have a high number and I have had a great time playing the game. I got my moneys worth.
