If you're having trouble getting the resupply points try keeping an AA vehicle resupplied.
Anyone who uses the AA vehicle regullarly knows that you run out of missiles pretty quickly and as such you can keep him resupplied and get those resupply points pretty easy.
Another is teaming up with a SpecOps to destroy enemy assests and bridges. SpecOps use up C4 like its water and they are always looking for a Support guy it seems. If you're at the enemy assets, drop a supply bag next to the enemy asset and hopefully a friendly SpecOps will come by - you should ALWAYS do this when your team takes the enemy's main base since some people will respawn as SpecOps just to take out enemy assets.
If you aren't already putting ammo bags around recently captured flags then you should put at least 1 or 2 bags down - this you should already be doing.
This maybe a little out of your way but Snipers run out of ammo pretty quickly as well. Usually about 5 minutes after the round starts you see the poor guy on a crane asking for ammo...I was bored and actually climbed the 10 flights of ladder to give him ammo - I'm sure he was very appreciative but I wouldn't recommend it to get any badges if you're being a sniper's ammo boy.
Certain maps also lend themselves to alot of ammo being needed like Strike at Karkand at the southern most flag, the Hotel where it seems everyone throws all their grenades...any choke point should be a key place to place ammo bags for friendlies.
Additionally don't forget to resupply APCs and Tanks, they too are an easy resupply point and I'm sure they wouldn't mind you keeping those enemy SpecOps from laying C4 on them as well while you're doing it.
