Try as hard as I might I can not get 25 heals in one round, I have tryed on 64 player servers not full and on full 64 player servers and the most i have managed is 19 heals IAR, in 1.01 or 1.02 Heals where easier to get (yes I know statpadding was ripe as well), but with the release of 1.03 I think they should have lowered the heals or maybe included the revives. :)

Also I recommend finding a 24player(for example) server thats running 64player map sizes. Those usually last long enough to get the higher level badge requirements. They usually have like 300 tickets so they last awhile. 64 player servers just go tooo quick.
