how do i get it? do other people need to be in the transport vehicle at the same time or can you sit in a transport for an entire round (on your own)

Yeah you can sit in it by yourself.

Easy way to do this is if your commander just get a car and sit someplace safe while you command.

Thats my next badge then, only one left is basic command (damn its hard too get, everyone says knife badge is hard i got mine on my first attempt)

just sit,or drive for 15 mins,thats it

It was the last basic badge I needed before 20k, hopped in the humvee near the TV station while I commanded on Sharqi...don't need passengers, just sit in a vehicle (jeep/boat - no armor).
