I was under the impression with the other guns that spinning around and around while standing still doesn't change the crosshairs' size, it's only actually moving forward/backward/sidestepping that makes the crosshairs bigger. So surely if that is true with sniper rifles, if you don't move, and turn to the side, you'll still be accurate without waiting for it to settle?

That is correct, but crawling forward/backward or side to side does change accuracy. All of this can be figured out if you look in the .tweak file for the weapon you are interested in. The .tweak files are located in the weapons/handheld directory that can be found in one of the zip files in the main directory.
