Honestly, I'm not a very good sniper, but I do ok. (By not good I don'thave my expert or Vet badge yet, but I don'thave enough hours for those yet)
However i have a damn good Claymore Kill Death ratio. I find the best use is whenever you kill a sniper, grab his kit and drop one of his mines there. About 90% of the time the sniper goes back to the same place. Free Claymore kill for you. Works especially well if you grab his kit, mine the area and then grab your kit back :)
I also like mining the more frequently used sites.
As for the move and shoot, I personally think it all depends on where you are shooting from.
If you are shooting from a selected spot, you can generally get a couple of kills, or hits at least, before moving away. This works best if you shooting at really long ranges, or you have circled behind the fight and everyone is concentrating on the main assault. You can pick people off from the back with almost impunity.
However if the fight started because you were moving to a place and encountered a badguy, shoot and scoot. I prefer to drop, fire a shot, throw a claymore, and run away. Generally the badguys with charge after you, straight into your mine.
Another tip is don't go back directly to a place where you were killed.
Sometimes this is unavoidable, but people will be watching there.
The last game I was a sniper is was Sharki. Game devolved into a dual between me and another sniper. I generally had him on the run with shoot and scoot. I'd shoot and kill him, generally letting him see me (one to the body, one to the head). Then I'd mine the place I was and run away. Managed to kill him around 10 times with a combination of sniper fire and mines. Great and glorious fun until an Mi-28 ruined it all.
