I've tried changing the number in the tweaker. I know that 0 is for neutral, 1 is for china, and two is for usa. (or vice versa) What is the setting to change the team to the MEC?

1 is. You have to set it up as the team in the Level Settings on the right menu in the level editor. -

Ah I see and have to set the flag to "flag_mec" also. Alright cool thanks. This would be handy as a mini tutorial for the FAQ.
Making the MEC team available.
1.)Load up your map.
2.)Select LevelEditor
3.)On the right hand side, in the "Editor" box, scroll down to Level Settings and underneath "Level Settings".
4.)Change one of the teams to MEC
5.)Under flag, change to "flag_mec".
