Did you have all your badges prior to getting to MSG?
If you were lacking a badge prior to being promoted and got it while you were a msg then you will stay as a msg and not move laterally in rank to 1SG.
Only thing I can think of. -

I was missing my knife badge to move to First Sergeant. I went pass the 25k requirments for FS. I got my basic and veterans knife badge all at once yesterday. And I now seem to be stuck @ MSG
