Hello small problem here(once again)

Hello there I have a small problem with my video, I rendered it to the DivX codec , and I have set the framerate to 30fps. Well my resolution is 480 by 240. Now I rendered my movie and it comes to 50MB, I watch the movie and I get little and big artifacts (you know the green blocks and yellow ones...). This does not look like a very interesting movie because of them. Now how do I make this things go away? Some movies I have seen have absolutely no artifacts. Plz Plz help me with this have I set the options right?(Btw using Adobe Premier Pro 1.5)

When rendering go to configure for the codec and make sure u have a higher bitrate. The default is 760something try to get something around 2000-3000.
