I have noticed many forum members on different bf2 forums that seem to have the same opinion as to why the rank requirements were changed:

Before you answer please allow me to try to explain this from a point of view you may not have implemented to approached this matter.
Example: What do you do?
You develop a video game that is a litteral "cash cow". And it has been released a few months prior to today. You have over 1 million purchasers of your software and counting. Importantly this software is targeted toward the teenage , male gamer. ( The teenage gamer typically being an individual who probably is a student who does not hold a job or has very limited funds. He may rely on "mommy" or "daddy" for money.) For the sake of time I will clearly explain my question.....You have developed an expansion for your current software that has been doing quite well in the marketplace. The expansion for your software is due to release in about 1 month's time. You realize the target audience "teenage boys" that has purchased your software is quite content with what they have. The majority of all the purchasers of this software have not yet reached or achieved many of the levels or special items that are implemented in the game. Being that they still have much to achieve in the product they now own and it will probably be difficult for them to purchase the expansion ( for reasons listed ) You realize something needs to be done in order to sustain the prediction of financial succes due to the success of the previous release. Although the expansion may potentially spark their interest and appeal to their curiosity you realize that they still have quite an amount of accomplishments to work towards in their current purchase. The target audience generally having limited monetary means to attain this expansion for your software causes you to observe that there are far too many of these purchasers content with the content available and that they have much yet to achieve. realizing that some of these individuals have not spent much time on the software and probably will have little motivation (other than curiosity / new things) to purchase the expansion.
what do you do?
A. You decide to make all the levels in the game easier to achieve...Your thought process "I mean really noone should have to spend too much time playing my software.. everyone should be able to beat my software without having to put too much time into it... it is not fair to them (those who have little time to play the software) that some people have beaten large portions of the game and can spend more time on it."
B. You decide to make all the levels in the game easier to achieve... Your thought process " The target audience already has limited funds to purchase my expansion product. The target audience is not at all bored with the already released product. The target audience may take quite some time achieving the levels and accomplishments the released softwre has to offer. If I lower the game requirements the target audience will "have seen all there is to see here" and will be more apt to purchase the expansion due 1 month from now.
On a side note : When EA was asked during an interview by IGN about such high rank requirements for medals , unlocks etc the response was that the values were high but clearly attainable and were calculated based on bf1942 play times respectively.
