Since noone knows for sure, I'm looking around to try to determine the true reqs.
I can almost confirm 250h as that army is a requirement.:

but that 100 gold stars is not:
^Only 112 stars, you'd assume 12 or more of them came from other armies, however, this could still mean that if you have 100 GS's you're eligible for all the medals once the time req is met. This would also support the claim of you only need to be best on your team 100 times, disregarding overall placement.

Now for wins:
All people that have one have the 500 wins, but after playing for 250 hours as that army you'd expect that unless the guy REALLY sucked.

He has 248 hours as US but no cross yet. I'm willing to bet the second he hits 250 he'll have the cross.
I can't find anyone with over 250h that doesn't also have 500 wins and a cross also. Therefor, I am concluding that the reqs for Navy Cross/ Golden Scimitar / People's Medallion are as follows:
Time as army: 250h
Wins as Army: 500
Best score (as army (not necesarily overall)): 100
As for the last part, it's an educated guess as the number seems reasonable and that there is no way of catching how many times someone placed 1 on their team but not overall. It is completely possible that you do not need tobe the best score at all, but no way of knowing. The 250h seems to be the hardest to meet and by the time that req is met you'll also have the other two.
