Why aren't I getting the basic command badge?

UBAR claims I only need 40 command points in one round to get it. I got 60 yesterday. Why am I not getting this badge?

you need 40 command points BEFORE the double.

Thought it was 50 points before the double?

One question though which someone might be able to answer - when youre commander and you kill people with your weapons (i.e. not via artillery), do you gain commander points for that? Likewise for flag defends, repairing, or taking flags back.

Commanders can not gain points from any direct actions that they do in the game but only from how well their team plays.

Even though I get 45, 50 and 60 points before the double, it still won't award me the Basic Commander badge.
