Controls Sticking / Jerking PLEASE HELP!

I don't know if anyone else is getting this problem or has had it, either way I hope you can help because I'm <------> this close to putting my fist through my monitor.
When I join a server my first say 4-5 games are jerky as hell. I'll run/walk and the controls will stick in that direction every, say 5 seconds. My ping is at an all time low (16-30ish no more than 70) but I'm still lagging or sticking. (Bearing in mind that my PC runs this games smoothly) After a LONG period, the lag seems to go but only after a few games first. I've got 1gb of RAM and running an SLI configured PC (2x Geforce 6600s) with Athlon FX 55 processor. I also have a 1mb internet line so what the hell's going on?!
I've played the game on single player setting and for some wierd reason... it seems to lag there as well!!! (the graphics aren't an issue, the game runs perfectly and has done before) The controls stick as is lagging is occuring but I'm not even connected to the internet! I've uninstalled the game and reinstalled, also installed the latest patch, latest drivers etc. turned off virus scan and any other program in the back but I still have this problem. I think if I can stop the game from sticking in single player mode It'll help the lagging on the multiplayer mode...
Sorry for going on but I needed to get the point across! :)
Any help would be great, right then, I'm off to get twisted.
