All right, I was playing on a ranked server the other day and when I tossed a grenade into the boat to destroy the evidence it didn't blow up. So I tried it again, but this time on Operation Clean Sweep with Fraps on.
It has something to do with water. If you throw the nade on the dock next to the boat, it will kill the boat. Grenades don't explode in water.
The bottom of the boat has gaps in it and the nade went through the mesh of the boat. When you are driving in the boat you will see water showing through on the inside of the boat, these are the gaps where your grenade will fall through.
Either lob your grenade high in the air so it detonates above the boat, or roll it along the bank (shore) close to where the boat is, then the nade will detonate.
