I just came to this conclusion because of the following:
- I've only seen the case where I get "hit" by a tank shell SECONDS after I already made it around that corner even though my ping is 50ms
- People experiencing 1+ second "C4" lag. I experience it mostly on 64 karkand.
- On 64-Karkand, ended up in a fight where me and the oponent were circle-strafing each other and I've seen him shoot actually behind me, which makes me think that the actual lag was much greater.
- I enjoy playing and perform MUCH better on servers of up to 32 players total. There seems to be never the case of those weird scenarios where "they couldn't have kiled me in 1 shot from that much distance right after they noticed me and i've been shooting at them for past 5 seconds with a better weapon"
They might have implemented the ping response with a high priority and the actual server "serving" events could be way behind.
